Solving the World's Problems One at a Time - Freeway Traffic

I've decided that it is time to begin offering my practical and effective suggestions on how to solve the world's problems. I will periodically offer these suggests free of charge and only for the betterment of humankind. Therefore, I hereby waive any copyright, license, or other encumbrance that might be associated with these valuable suggestions. I sincerely hope that they will be widely disseminated and implemented in the quickest and most effective way. I will start with how to solve the problem of freeway traffic.

While this effective and practical suggestion is based on my extensive experience in the greater Los Angeles area, I have noticed while traveling that it would likely work in many major cities around the world. While the notion of rush-hour is all but gone in the face of unrelenting freeway congestion, it is still the case that in the Los Angeles - Orange County area of Southern California freeway congestion peaks at about 5:30 P.M. on Friday evenings.

I have discussed this simple recommendation with a number of my friends and all of them admit that it would work although a few have pointed out that the procedure which I am about to describe might need to be done several times over, say, a one year period for maximum benefit.

I propose that the public be advised that on some randomly selected future Friday evening at 5:30 P.M. alarms will sound throughout the region and upon hearing these alarms with the force of law and penalty, all vehicles that are not already stopped on the freeway most come to a complete and total stop and all drivers of vehicles in outbound lanes exit their vehicles and cross the center divider. Once on the other side they must introduce themselves to one and only one driver in an inbound lane and make a decision then and there, binding on all parties including their families and employers, as to whether they will, on a permanent basis, swap families or jobs.

Of course, this will not work unless the announced requirement is actually carried out. Since I am semi retired, I can easily stay at home on Friday evenings until everything gets settled.
